Outcome Mapping (OM) is a dynamic planning and evaluation methodology that introduces monitoring and evaluation considerations at the planning stage of a program and facilitates evaluation in support of learning and increased effectiveness, i.e. assessment leads right back to learning and improved performance (the so called “action/learning” cycle). OM offers a practical and rigorous method for setting goals for optimal impacts and adaptive learning, and then measuring progress in achieving those goals, particularly as it pertains to changes in behavior of program participants. A principal objective in using this framework is to use minimal effort to achieve maximum data collection, optimal learning, and best results. The originality of the methodology is its shift away from assessing the impact of a program (defined as changes in state – for example, changes in policy or management practices) and toward changes in behaviors of the people, groups, and organizations with whom a program works directly (its “boundary partners”). This shift significantly alters the way a program understands its goals and assesses its performance and results. The methodology is particularly effective when used from the planning stage, as it helps a program to focus on supporting specific changes in its partners.
